Buildings are the key component of the low-carbon transition, accounting for nearly a third of energy-related greenhouse gas emissions globally. Energy efficient buildings generate a variety of co-benefits, such as job creation, health improvements, and reduced household energy expenditure – key factors for a green recovery from COVID-19. In particular, upscaling energy efficiency renovations is essential and has been gaining a lot of attention, as underscored by the European Renovation Wave.



Cities and regions have a unique ability to promote decarbonisation of the building stock. This includes factoring in local elements (e.g. building stock characteristics, skill level of local construction firms, energy affordability), taking advantage of public building procurement and fostering innovative local actions. National governments can play a vital role in enabling ambitious subnational actions through territorial considerations and capacity building support.



This webinar will gather key panellists – representing countries, regions, cities, financial institutions – to discuss a place-based approach to energy efficiency policies in buildings from multiple perspectives. This webinar informs the OECD Programme, "Building energy efficiency in cities and regions", which supports countries, regions and cities in their implementation of energy efficiency measures in buildings through localised data and analysis, international knowledge sharing, and tailored case studies.
