The Environment Directorate (ENV) supports governments in identifying and implementing the environmental policies needed to support a cleaner, more resource-efficient and low-carbon green growth path. The ENV team is made up of environmental economists, analysts and scientists who collect data, develop indicators, review country performance, undertake cross-country analysis and provide policy recommendations. We are looking to recruit several Senior Economists to work in different key projects and thematic areas. The selected candidate(s) will lead, coordinate and contribute to ENV’s work including: cross-country climate change mitigation policies, explicit and implicit carbon pricing, new work on environmental harmful subsidies, environmental fiscal reform, environmental policy evaluation, and/or cost-benefit analysis. Depending on the project(s), the selected candidate(s) will report to the Director, Deputy Director or Head of Division. The successful candidate(s) will play a key role in ENV’s contribution to the Joint Meeting of Tax and Environment Experts and the Working Party on Integrating Environment and Economic Policies. The successful candidates will have a strong background in analytical work and drafting reports, including translating complex technical questions into accessible messages to non-expert audiences, and working cooperatively across teams in complex corporate environments. The chosen candidates will be part of a dynamic team of enthusiastic professionals in the Environment Directorate. We are seeking candidates who will actively break down silos and capitalise on synergies, promoting horizontal collaboration within ENV and with other OECD entities. Main Responsibilities Research, analysis and drafting Lead and undertake state-of-the-art research and analysis to produce accurate and robust evidence on issues of environmental fiscal reform, including work on implicit carbon pricing and on environmentally harmful subsidies. Lead the methodological development and updates of the OECD work on cost-benefit analyses of policies and projects with environmental significance, environmental policy design and evaluation, including approaches to measure the statistical value of life. Contribute a strong and broad economics background to work of the Directorate. Contribute to the development of an OECD policy framework for carbon neutrality, including state-of-the-art research and analysis on practical experience in countries and at international level. Contribute to the intellectual thinking to advance ideas in the Joint Meeting of Tax and Environment Experts, the Working Party on Integrating Environment and Economic Policies and the Environment Policy Committee. Co-ordination, management and liaison Ensure effective coordination across OECD Directorates, the International Energy Agency (IEA), the International Transport Forum (ITF) and the Nuclear Energy Agency (NEA) in areas where they are contributing to the work. Oversee a new project on environmentally harmful subsidies, coordinating the work of colleagues across the OECD. Supervise co-ordinate, coach and guide multi-cultural and multi-disciplinary staff , providing guidance on research and outputs. Organise teamwork to encourage co-operation and bring together complementary skills and expertise to ensure high quality deliverables. Combine tasks into an efficient workflow to deliver project outputs according to a clear timeframe. As relevant, coordinate or contribute to the meetings of the Joint Meeting of Tax and Environment Experts, in close coordination with colleagues in the Centre for Tax Policy and Administration (CTPA) and/or contribute to the meetings of the Working Party on Integrating Environmental and Economic Policies. Manage large projects through their life cycle, including identifying and raising voluntary financial and in-kind contributions to support the work and ensuring the deliverables and reporting are done in a timely manner and according to the rules. Communication and outreach Promote a shared understanding of the work internally and externally through participation in workshops, making presentations to rally teams. Tailor communication to each deliverable with relevant context to positively influence policies, reforms and directions. Participate in preparations for and contribute to briefings, speeches, for the work of the Environment Policy Committee and its working parties and horizontal and multidisciplinary projects within the Environment Directorate and OECD family. Actively and continuously support the engagement of countries in the work. Identify and create opportunities to initiate new partnerships that will facilitate broad participation and encourage voluntary contributions to the work stream. Maintain an awareness of on-going research and policy developments relevant for the work of the team. Coordinate with external collaborators. Ideal Candidate Profile Academic Background An advanced university degree in environmental economics, climate policy, energy policy, or related fields a knowledge of the quantitative component would be an asset. Professional Background At least 8 years of relevant experience in analytical analysis of environmental fiscal reform, carbon pricing, environmentally harmful subsidies, or climate and energy policies. Proven experience with drafting reports and other relevant written material, addressed to non-expert audience and briefings for Executive management. A good understanding of International climate considerations and related policy discussions. Excellent knowledge of climate policies in OECD countries and G20 countries is required. Experience with project management including evidence of optimally using human and financial resource and managing staff and external consultants. Technical and Quantitative Skills Good knowledge of state-of-the-art methods for quantitative data analysis. Ability to work independently and to adapt to new analytical techniques. Languages Working knowledge of both OECD official languages (English and French) would be an asset. What the OECD offers Depending on level of experience, monthly salary starts at 9 046.55 EUR, plus allowances based on eligibility, exempt of French income tax.
