The objective of this assignment is to ensure that the ISLANDS Gender Action Plan reflects the needs of the child projects and that child projects can apply its principles including the coherence of gender-responsive action.

Duties and Responsibilities

The Green Growth Knowledge Partnership (GGKP) is hosted by UNEP, in partnership with the Global Green Growth Institute (GGGI). These organizations serve as the joint host of the GGKP Secretariat (www.greengrowthknowledge.org) on behalf of the GGKP Steering Committee (UNEP, GGGI, the Organization for Economic Co-operation and Development, United Nations Industrial Development Organization, and the World Bank). The GGKP is a global network of over 70 international organisations, research institutes, and think tanks focused on promoting a green economy transition by:

• Identifying major knowledge gaps in green growth theory and practice and addressing these gaps through the promotion of collaboration and coordinated research; and
• Using world-class knowledge management and communication tools to provide practitioners, policymakers, and other experts with opportunities to access, share, and utilize green growth policy analysis, guidance, information, and data.

The aim of this consultancy is to provide technical guidance, expertise and support to the GEF “Implementing Sustainable Low and Non-Chemical Development in Small Island Developing States” (ISLANDS) CCKM project for the development of a Programmatic gender action plan for the GEF ISLANDS Programme. The Gender Action Plan will provide cross-cutting support to the Child Projects of GEF ISLANDS and take into account the interlinkages with the activities executed by the Executing Partners.

The consultant will review the gender analyses included in ISLANDS child project documents and consult with the CCKM project team to develop the draft Gender Action Plan. The CCKM will then circulate the draft plan among partners to solicit feedback, finalise the plan, and present the plan and its key recommendations to the CCKM project Steering Committee.

Under the direct supervision of the CCKM Project Coordinator and the overall coordination and guidance of Head, GGKP the consultant will be responsible for the following tasks:
1) Prepare a detailed work plan and timetable for the assignment.
2) Develop an ISLANDS Programmatic Gender Action Plan to be followed by each Child Project across the Programme. This is to be informed by an analysis of the gender assessment and action plans included in the GEF ID 10266 project document, as well as the Caribbean, Indian Ocean, and Pacific child project documents. Each action incorporated in the plan is to include an associated timeline and estimated cost.
3) Develop an overall ISLANDS Gender Monitoring Framework responsive to both the UNEP and GEF requirements, and prepare a dashboard on the overall gender mainstreaming milestones being achieved by each individual Child Project.
4) Create performance measurement indicators tailored to gender actions at the output level for each Child Project, comparable throughout the Programme.
5) Contribute to the design of gender balanced documents (including the ISLANDS Communications Strategy) being prepared in the project inception phase.
6) Develop a generalised Terms of References (TORs) for gender experts to be recruited under the regional child projects, in line with the requirement of the ISLANDS Gender Action Plan.
7) Deliver a presentation of the Gender Action Plan and its key recommendations to the CMCC Steering Committee.

Qualifications/special skills

Academic Qualifications: Advanced university degree in the field of environment, social sciences, or communication is required;

Experience: A minimum of 5 years of relevant work experience in environmental or international development aid projects, with some experience in the execution of technical capacity projects linked to the environment and gender mainstreaming, ideally in Small Island Developing States (SIDS) and in particular at least in two of the aspects listed below:

• Execution of tasks including the analysis of sex-disaggregated data;
• Definition, monitoring and reporting on gender mainstreaming activities and projects in the field of the environment, ideally in the context of the GEF and SIDS;
• The principles and practical application of the GEF gender policy and priorities.
• Establishment and development of strategic partnerships to support gender mainstreaming;
• Design of monitoring and evaluation tools to assess the progress and impacts of specific actions;
• Strong analytical skills, ability to effectively articulate and present findings in writing are required;
• Good knowledge of the GEF context in is an asset;

Language:

• Fluency in English is required;
• Working knowledge of French is an asset.
