According to the IPCC, the concentration of greenhouse gases in the earth’s atmosphere is directly linked to the average global temperature on Earth, and the concentration has been rising steadily. The most abundant greenhouse gas, accounting for about two-thirds of greenhouse gases, carbon dioxide, is largely the product of burning fossil fuels.
There is alarming evidence that important tipping points, leading to irreversible changes in major ecosystems and the planetary climate system, may already have been reached or passed. One of the most urgent challenges facing countries across the world today is how to achieve economic prosperity and development while also combating climate change.
The Paris climate change agreement commits nations to limit global temperature rise to no more than 2°C above pre-industrial levels, with countries pledging to cut or curb their greenhouse gas emissions – through a combination of mitigation and adaptation measures – by 2030.

There’s a new WRI report out on Implementing Open Data — * In Chile, the Center for Climate and Resilience Research uses open data to build nationally-relevant climate models and a platform for easy data access. * Aclímate Colombia integrates data from several sources, including open government datasets, to help farmers understand and adapt to changing weather patterns, enabling research institutes and farmers’ associations to make better recommendations regarding planting dates, crop varieties, and other farm practices. * In the aftermath of the 2016 Aceh earthquake in Indonesia, scientists, local and national government officials, and communities collaborated through the InaSAFE open data platform to identify risks to communities and infrastructure. The shared data and knowledge then equipped disaster managers to better prioritize response and recovery efforts.

A new World Bank report shares international experiences from climate change budget tagging. It highlights some interesting challenges, lessons, and insights, including: * Tagging has focused on the expenditure side of the budget, with inadequate consideration given to revenues as a tool for climate change policy... These include, among other revenue: carbon taxes; taxes, levies, and fees on fossil fuels, vehicles, and fossil fuel–powered transport; and royalties, licenses, and fees from the exploitation of forests, water, and other environmental assets. * Design the tagging system so that it facilitates the mobilization of climate finance. Alignment of the tagging system with the GBP (green bond principles) will facilitate the issuance of green finance instruments should the government decide to do so. * Generate information that decision makers need in formats they can use... Specific routines and templates will have to be put in place to ensure that the information generated through tagging is available to decision makers at a time and in a format that is useful to them. This may require information to be tailored to the needs of different audiences.
